Gauteng AIDS Programme

​The Gauteng AIDS Programme is a multisectoral programme encompassing all government departments, business and civil society. The Programme is coordinated by the Multisectoral AIDS Unit, which is located within the Department of Health and Social Development. However, the programme extends significantly beyond health interventions. The Gauteng AIDS Strategic Plan 2009-14 has been developed.
The Gauteng Strategic Plan for 2009 to 2014 was developed by a multisectoral planning team based on the National strategic Plan on HIV and AIDS, the ANC elections manifesto for 2009, the Gauteng Reprioritisation, and analysis of results to date informed by research findings. The plan includes business plans submitted by government developments.
The draft plan was consulted extensively with over ten sectors of civil society and with Local AIDS Councils.
The plan sets out goals, strategic objectives, activities, service coverage targets and budgets. Indicators for outcomes are provided with proposed targets. The services have been costed for 2009 to 2014 through activity based costing and extra resources are needed to implement effective HIV prevention health care for AIDS and social support for children affected by AIDS. Sub-programme results (outcomes) will be measured every three years. Organisational arrangements to implement the multisectoral strategy and plan are being discussed.
A communication strategy supports implementation of the plan, including an annual summit. A joint system for monitoring and evaluation has been set up.
The National Strategic Plan on HIV and AIDS for 2007 to 2011 guides planning for 2009 to 2014. The priorities are to reduce new HIV infections by half, extend appropriate treatment, care and support to 80% of PLHIV and their families with monitoring and protection of human rights. Joint planning teams developed quantified plans with targets and budgets for 2009 to 2014.
The Gauteng AIDS Strategic Plan is attached; strategic objectives are described and service targets are included as Annexure. Some minimum standards are proposed for Gauteng and need to be confirmed through consultation. Additional resources are needed to implement the National Strategic Plan in Gauteng province. The budgets required are estimated.
